Browser-based tracking is increasingly blocked, truncated or consent-restricted, so the conversion data your ad platforms optimise against is incomplete. A server-side container collects events on your own domain and forwards them to each platform, which restores signal and improves automated bidding. You need it if you spend meaningfully on paid media. Below roughly $3,000 a month it's usually not worth the build cost yet.
